Here a story from the ARizona Republic about the negotiations with Jamir Miller The Arizona Republic Feb. 12, 1999 Once the Cardinals were unable to sign wide receiver Rob Moore on Thursday, they were left with a decision they didn't want to make. They had to choose between placing the franchise tag on Moore or outside linebacker Jamir Miller, protecting their rights to the p_layer_. They picked Moore, much to his agent's dismay, and let Miller, who was ecstatic, become an unrestricted free agent when the NFL free-agency period begins today. We didn't know what we were going to do until (Wednesday) morning, said Bob Ferguson, the Cardinals vice president for p_layer_ personnel. I don't like losing p_layer_s. This whole thing (ticks) me off. Cardinals officials wouldn't say why they decided to keep the 30-year-old Moore over the 25-year-old Miller, other than that they thought Miller's contract demands were excessive. What demands? The Cardinals and Miller's agent, Steve Baker, never exchanged offers. But Miller had said he thought he should make at least as much as the $6.5 million a year that the Baltimore Ravens paid middle linebacker Ray Lewis. We know where Jamir wanted to go (financially)...We don't believe we can fit that type of money under our (salary) cap defensively without sacrificing others, Ferguson said. So the Cards' off-season has had a strange and ominous beginning. They could lose one of the best young linebackers in the league, yet might keep him because they didn't restrict his movement. Jamir is very happy he will be able to explore the free-agent market, said Baker, the agent. He'll be much more interested in re-signing with the Cardinals given that he's free rather than franchised. No way does he see it as a slap in the face. He sees it as respect. He sincerely wants to come back to the Cardinals. In fact, he feels a sense of loyalty to them for letting him test the open market. In fact, he has been looking at houses in Phoenix this week. Miller will begin testing the market immediately. Expect Carolina, Indianapolis and Minnesota to make big pushes. I hope to have Jamir done within a week, Baker said. The Cardinals will keep Moore unless a team is willing to give up two first-round draft picks to sign him to an offer sheet the Cardinals can match. Don't count on it. P_layer_s who are franchised rarely get offers. The team that has targeted Moore from the beginning, the Miami Dolphins, said they won't go after him. We're not giving up draft picks, Dolphins Coach Jimmy Johnson said Thursday. Moore's agent, Gary Wichard, had heard rumors that the Dolphins were willing to give Moore a five-year deal at $6 million a year. He won't get anything close to that from the Cardinals, who reportedly offered him a three-year contract worth $5 million a year. Sources close to Moore say the offer was worth $4.5 million a year and included a $2 million signing bonus. Moore reportedly wanted a four-year deal worth an average of $5.5 million. As a franchise p_layer_, Moore is guaranteed to earn at least $3.531 million a year, the average of the top five p_layer_s at his position. Rob is disappointed and upset a contract did not get done, Wichard said. He's disappointed the way everything was handled. We certainly believe (the Cardinals) could have gotten Rob done and then moved on to Jamir. The Cardinals, who are about $15.8 million under the 1999 salary cap of $57.288 million, hoped to sign Moore and then place the franchise tag on Miller, allowing them to keep both p_layer_s. Wichard said Moore still wants to play for the Cardinals but won't accept just any offer. Rob is going to play when he has a deal he's happy with and one that fits with his standing in the league, Wichard said. Ferguson said he is confident the team can reach a long-term agreement with Moore, a Pro Bowl receiver in 1997. He also isn't giving up hope that the team can re-sign Miller. We'd still love to have Jamir and feel he wants to be here, Ferguson said. I think he and Rob both want to be here and are sincere in their desire to stay. The struggle every team has had is the cap didn't go up as much as agents predicted...We have cap problems we have to address. We feel we have a fine young football team, but we have some tough decisions to make. Unfortunately, some p_layer_s we want to be here won't be here. The Cardinals are continuing to negotiate with two of their other top unrestricted free agents, offensive tackle Lomas Brown and free safety Kwamie Lassiter, but don't expect wide receiver/return specialist Eric Metcalf to be back. The team made qualifying offers to seven of their eight restricted free agents. They didn't make an offer to injured kicker Joe Nedney (knee) because they are uncertain when he will return.
